Abstract
Cultural policies have been undergoing chances according to the logic of the dominant cultural model, being able to coexist among themselves and expand their domains. In the 21st century, pragmatic and discourse change has not occurred in the deliberative spheres of culture, but in the political and economic elites. In this sense, the local administration, as the closest to the citizens, assumes a role in the development of a cultural policy that adapts to needs of society´s cultural demand. The results suggest that cultural policy gradually presents a tendency to diminish the responsibilities of cultural management on the part of the municipal administration and leaving more culture in the hands of civil Society.
