Buenos Aires and the River: Associate Management Program through Participatory Public Policy Councils (Autonomous City of Buenos Aires, 2002-2007)

Abstract

The government of the City of Buenos Aires decided in 1996 to implement a public policy that institutionalized citizen participation in its formulation and execution. This work highlights this experience that tested a new form of linkage between the State and Civil Society, implementing Participatory Planning and Associated Management (PPGA) methodologies and generated projects that installed a comprehensive view of the urban environmental situation constituted as a riverbank. It includes the context of public policy, the management and operation model of the Participatory Public Policy Councils and shows the environmental relevance of the riverbank for an urban territory of the size and complexity of Buenos Aires. The conclusions will recover the relevance of the experience as a transforming social and political process.
