Colombian education in the constitutional reform of 1991, a look from the perspective of human rights

Abstract
From the preamble of the Universal Declaration of Human Rights, emphasis is made on the importance of education, as it is from education that all States must work to obtain their respect and knowledge. For success in the application and guarantee of all Human Rights, education is, perhaps, the most important tool, since, by strengthening people’s education, everything related to second-generation rights (economic, social and cultural) can consequently be promoted. To guarantee the right to education, states need to implement public policies to provide a quality education with full coverage, in order for people to strengthen their knowledge and skills and, from this, achieve the potential development of the country and its economic growth.
