Transformations and challenges in security policies in Mexico: a correlational analysis between citizens' perceptions of insecurity and institutional trust

Abstract
This article examines the transformations and challenges of public security policies in Mexico, with emphasis on a correlational analysis between the perception of insecurity and institutional trust. Recent reforms are addressed, such as the consolidation of the National Guard and the National Public Security Strategy 2024–2030, as well as persistent challenges in intergovernmental coordination, police professionalization, and citizen participation. The methodology corresponds to a quantitative correlational study, based on aggregated data from the National Urban Public Security Survey (ensu) conducted by inegi between 2020 and 2025. Two key variables were analyzed: perception of insecurity and institutional trust, using Pearson’s correlation coefficient and a scatter plot. The results show an almost perfect negative correlation (r = −0.99, p < 0.001), indicating that higher trust in security institutions is associated with lower perception of insecurity.
