Abstract

The rise of information and communication technologies has created new conditions for the emergence of knowledge societies, understood as those communities that have virtually unlimited and immediate access to information, thereby contributing to promoting innovation, the progress of Its economy and human well-being. The Education and Science and Technology sectors have a fundamental role in the current national development agenda of Ecuador, they have been established as a government priority for their contribution to the achievement of changes in Ecuadorian society since the approval of the National Constitution of 2008
